I think I can help explain. There's a software application called "Photo Shop," that is commonly used by professional photographers, and the occasional prankster to "doctor" photos. (Hey they should rename it Photo Hospital! That would be a lot more accurate, don't you think?) It allows you to digitally "cut" out one portion of an image, and then "paste" it on to another one. So what likely happened in this picture is that some liberal attention-seeker took a photo of Sean Hannity and digitally "cut" off his head (not literally, LOL!) and "pasted" it onto a picture of a man dressed in his French Maid Halloween costume. I can see how some might find it humorous, but I think it's kind of mean. Anyway, I hope this explanation helps!!
