COLUMBUS, Ohio - Disappointed Neil Diamond fans will get a refund after attending a concert at Ohio State University in which the 67-year-old singer's voice sounded raspy.

Some fans left the Monday concert early and others said Diamond completed the concert without mentioning anything to the audience about his voice.

A statement from Diamond, the singer of such hits as "Sweet Caroline" and "Song Sung Blue," on Tuesday says a doctor has diagnosed acute laryngitis.

Diamond spokeswoman Eve Samuels says the singer is offering a refund to those who place a request before Sept. 5. "I haven't let you down before and I won't let you down now," the singer said in an apology on his Web site.

al-Maliki speaks: All foreign troops out by 2011, no immunity for contractors

"There can be no treaty or agreement except on the basis of Iraq's full sovereignty," al-Maliki told a gathering of tribal sheiks. He said such an agreement must be based on the principle that "no foreign soldier remains in Iraq after a specific deadline, not an open time frame."

The Bush administration now speaks about "time horizons," but even that now appears unacceptable to al-Maliki's government.

"We find this to be too vague," a close al-Maliki aide told The Associated Press on Monday. "We don't want the phrase 'time horizons.' We are not comfortable with that phrase," said the aide, who spoke on condition of anonymity because of the sensitivity of the ongoing negotiations.

Another top al-Maliki aide, also speaking on condition of anonymity for the same reason, said the Iraqi government has "stopped talking about the withdrawal of combat troops. We just talk about withdrawals," including trainers and logistics troops.

Al-Maliki said Monday that his country could not grant "open immunity" to Iraqis or foreigners because that would be tantamount to a violating the "sanctity of Iraqi blood." He did not elaborate.

Obama gets his most important endorsement to date. I'm not joking about that.

Democratic presidential nominee Sen. Barack Obama is getting a little bit of support from one of the big names in country music.

Toby Keith said that he's backing the Illinois senator and fellow Democrat. Keith is best known among non-country music folks for his post-Sept. 11 song, "Courtesy of the Red, White and Blue." The song features lines aimed at the Taliban in Afghanistan like, "We lit up your world like the Fourth of July."

But Keith has said the song was more of a patriotic tune than a pro-war song.The county music star said that he was impressed that Obama visited Afghanistan to learn about the region. Keith, a self-described Democrat, said Obama is "the best Democratic candidate we've had since Bill Clinton."

California's budget deficit is by any reasonable measure enormous.

This budget deficit is estimated at $17.2 billion and represents more than 17 percent of the state's general fund expenditures (about $101 billion). In contrast, New York, which faces the second-worst budget gap in the nation for fiscal year 2009, has a gap of about $5 billion, which represents less than 10 percent of its budget.
